In Philadelphia, the cobblestone street and trolley tracks are only inches beneath the surface.

Might be nice if they were the surface and we lost the ugly blacktop. Eveyone pines after cobblestone streets… But then we pave over them.
I agree. They are also great traffic calming devices and they are modular so they can be repaired without having to redo large areas.
There are certainly lots of advantages.
They are not great to ride your bike on, though. A possible solution would be another surface for the bike lane.

I mourn the loss of the Philly trolley system. You can see how the system was slowly dismantled (and replaced by gas guzzling buses) at http://www.phillytrolley.org/.
